Pursuant to your letter of December 14, 1989, NRC has not approved use of ASME Code Case N-461, "Alternate Rules for Piping Calibration Block Thickness."

Use of this Code without written authorization by NRC is in violation of Specification 4.0.5 of the McGuire and Catawba Technical Specifications and Specification 4.2.1 on Oconee.
