May 16, 1989 Docket Nos.

50-269, 50-270, 50-287 50-369, 50-370, 50-413 and 50-414 Mr. H. B. Tucker, Vice President Nuclear Production Department Duke Power Company 422 South Church Street Charlotte, North Carolina 28242

Dear Mr. Tucker:

SUBJECT:

USE OF ASME CODE CASE N-356 (TACS 73004, 73005, 73006,.73060, 73061, 73062, and 73063)

By letter dated February 28, 1989, you requested approval to use ASME Boiler and Pressure Vessel Code Case N-356, "Certification Period for Level III NDE Personnel" in the Section XI inservice inspection (ISI) programs at the Oconee, McGuire, and Catawba Nuclear Stations. Code Case N-356 permits extension of the certification period for Level III nondestructive examination (NDE) personnel from three to five years.

The NRC has reviewed Code Case N-356 and approved its use in the Section XI ISI programs of several nuclear power plants, most recently at the Hope Creek and Salem Generating Stations. We find that the basis for these prior acceptances applies equally well to Duke's certification program.

Accordingly, your request is granted and Code Case N-356 may be included in your Section XI ISI programs at Oconee Nuclear Station, Units 1, 2, and 3, McGuire Nuclear Station, Units 1 and 2, and Catawba Nuclear Station, Units 1 and 2.

Sincerely, David B. Matthews, Director Project Directorate 11-3 Division of Reactor Projects - I/II Office of Nuclear Reactor Regulation cc:
