DUKE TOPICAL QUALITY ASSURANCE PROGRAM Your letter to this office dated January 25, 1989, transmitted amendment 12 to the Duke Power Company Topical Report, Quality Assurance Program, Duke - 1.

This document provides the current quality assurance program description required by 10 CFR 50.54(a).

We reviewed the following information relative to your submittal:

Quality Program Description Duke -1 Quality Program Commitments Duke -1, Table 17.0-1 Quality Program Scope FSAR Section 3.2, 1987 update for all facilities Our review of this material identified a concern.

The concern was discussed during teleconferences on February 23, 1989 and March 2, 1989, between NRC and DPC personnel.

Based on this teleconferences, it is our understanding that the following change will be made:

Sections 17.1.18.2 and 17.2.18.2 Amendment 12 proposed a change to delete the condition for submitting a corrective action schedule by the audited organization in the event that corrective action cannot be completed within thirty days.

The timeliness for submittal was as requested by the auditor and was to be based on signif icance of the item rather than an arbitrary 30 days.

In our discussion on this matter DPC has offered to delete this change and keep the wording as it currently exists. Along with this, a change in commitment to ANSI/ASME N45.2.12-1977 will be made in Table 17.0-1 to obtain the desired flexibility.

During the teleconferences it was agreed that this change would be submitted by March 20, 1989. Following our review of this change, and an acceptable finding, we will issue our acceptance letter.
