Dear Mr. Tucker:
By letters dated March 13, 1985, and May 3, 1985, to Mr. J. H. Taylor, B&W, from Mr. Cecil 0. Thomas, NRC, we found the Babcock and Wilcox Owners Group (B&WOG) Materials Committee Report, BAW 1543, Revision 2 and 2A, Integrated Materials Vessel Surveillance Program, February,1984, acceptable for referencing in license applications to the extent specifie under the limitations delineated in the report and the associated NRC evaluations, which were enclosed.
The report is applicable to Oconee 1, 2, and 3; Arkansas Nuclear One, Unit 1; Rancho Seco; Three Mile Island, Unit 1; Crystal River Unit 3; and Davis-Besse, Unit 1.
The above listed plants currently have Technical Specification requirements for reactor vessel materials surveillance which satisfy the Appendix H, 10 CFR 50, and which are a part of the B&WOG Materials Committee integrated reactor vessel materials surveillance program. Since the licensees of the above listed plants have not yet formally requested consideration of the integrated reactor vessel materials program for their plants, they may provide such a request for approval by the Director, Office of Nuclear Reactor Regulation in accordance with Section II.C of Appendix H, 10 CFR 50.
With such a request, each licensee may also submit a request for a license amendment which would remove the current reactor vessel material surveillance requirements from the Technical Specifications. After issuance of the requested license amendments, subsequent changes or revisions to the program would be made through revision of BAW 1543 which would require NRC approval as a topical report.
Each B&W licensee affected by the program changes would then need to request and receive approval for use of the modified integrated surveil lance program for its plant per Section II.C of Appendix H of 10 CFR Part 50.
By a copy of this letter to each of the licensees of the above listed plants, the licensees are hereby informed.
