RESPONSE TO GENERIC LETTER 88-04, SAFETY-RELATED PUMP LOSS, FOR THE LOW PRESSURE SERVICE WATER SYSTEM NRC Inspection Report Nos. 50-269/92-09, 50-270/92-09, and 50-287/92-09, dated April 24, 1992, documented an occurrence of Units 1 and 2 Low Pressure Service Water (LPSW) pumps being operated in a deadheaded condition during system low flow operation. Similar problems were reported to have occurred previously on Units 1 and 2 LPSW pumps.

In your final response to NRC Bulletin 88-04, "Potential Safety-Related Pump Loss," dated January 15, 1990, the following statement is made concerning the LPSW pumps:

Based upon previous system performance, and in accordance with good operating practices, the pumps are maintained above their minimum flowrate by selectively opening flowpaths.

Based upon the conditions documented in the referenced Inspection Report, it appears that the above statement may be in error, since the LPSW pump was operated in an apparent deadheaded condition on a number of occasions.

Therefore, please provide a corrected response to NRC Bulletin 88-04 or provide the justification for the adequacy of the previous response.
