REQUESTS FOR RELIEF FROM SECTION XI ASME CODE REQUIREMENTS FOR OCONEE NUCLEAR STATION, UNITS 1, 2 AND 3 (TACS M79774/M79775/M79776)
By letter dated January 31, 1991, you submitted to the NRC a request for relief (RR 91-02) from ASME Boiler and Pressure Vessel Code (the Code),
Section XI inservice inspection and hydrostatic pressure test requirements for the Oconee Nuclear Station, Units 1, 2, and 3. Specifically, you requested relief from performing the Code-required minimum examination of 25% of the reactor pressure vessel nozzles during the first inspection period of the third inspection interval at Oconee and proposed to take credit for the nozzle inspection performed during the second inspection interval and apply it to the third inspection interval.
You have not yet submitted your third ten-year inspection interval program and thus, the applicable Code is not known at this time.
The NRC staff has reviewed and evaluated your request for relief from the Section XI requirements that you determined were impractical to perform at Oconee Nuclear Station, Units 1, 2, and 3. The staff has determined that since the Code requirements for the third ten-year interval have not been identified, the requested relief is premature and cannot be evaluated at this time. In addition, you have not demonstrated the impracticality of such future code requirements. Therefore, your request for relief from those inspection requirements in the third ten-year inspection interval is denied.
Furthermore, the proposed inspection sequence for the second ten-year interval meets the Code scheduling requirements and therefore, relief is not required for the second ten-year interval. A summary of the requirements and the staff's evaluation are included in the enclosed Safety Evaluation.
