SUBJECT:

PRELIMINARY AGENDA AND HOTEL ARRANGEMENTS The preliminary agenda for the current licensing basis (CLB) workshop is attached for your information. During the Updated Final Safety Analysis Report (UFSAR) audit conducted by NRR, we and the licensees determined that there are various outstanding questions on the definitions, relationships, and change processes associated with such items as current licensing basis, design basis (as in 10 CFR 50.2), and the overall term "design basis," used in the reconstitution efforts. There are also misunderstandings about the use, update, and relationship of the USFAR and all these terms.

The workshop is directed toward open discussions between the licensees and the NRC on these related subjects and is intended to provide us with additional information before we begin to formulate recommendations to the Commission from our audits. The chairmen of the panels and the panel members have graciously consented to provide their time to make this workshop an informative and productive exchange of information on the variety of subjects.

We look forward to your attendance and candid participation.

In our preparation for the workshop, we have obtained an agreement from the Holiday Inn, Crowne Plaza, for a special room rate. Through June 9, 1992, attendees will be given a special reduced rate of $92.00 plus tax. However, you must inform the Crowne Plaza when you register that you are a participant in the CLB workshop being conducted by the Nuclear Regulatory Commission. You can call the Holiday Inn Crowne Plaza on 1-800-638-5963 for reservations, but you must give the group number 2221 to receive the special rate. The Crowne Plaza is located in Rockville, Maryland on the METRO Red Line at the Twinbrook stop and is close to many eating places and shopping centers for your convenience.

Workshop registration at the Crowne Plaza will begin on June 22 at 4:00 p.m.

and will continue on June 23 at 7:00 a.m. It would help us considerably if attendees would notify the NRR licensing project managers in advance so that name tags could be prepared and a better count could be made.
