SUBJECT:

REQUESTS FOR RELIEF FROM SECTION XI ASME CODE REQUIREMENTS FOR OCONEE UNIT 1 (TAC NOS. M81720 AND M81721)

By letters dated August 20 and September 6, 1991, you submitted to the NRC two requests for relief (RR-91-03 and RR-91-04) from certain Section XI ASME Code requirements for Oconee Unit 1. Specifically, the first request was for relief from the inspection requirements of the reactor coolant pump (RCP) 1A2 casing welds and casing internal surfaces. The second request was for relief from hydrostatic testing requirements of a weld repair on the low pressure service water (LPSU) piping between valves LPSW-117 and 1LPSW-356.

The NRC staff has reviewed your requests and evaluations which were made in support of your requests. Enclosed is our Safety Evaluation. Based upon the Safety Evaluation, we conclude that the required inservice inspections of the reactor coolant pump 1A2 casing and welds need not be performed, and the hydrostatic testing requirements of the weld repair on the low pressure service water piping are impractical to perform, at Oconee Unit 1. The alternate examinations proposed in your submittals will provide adequate assurance of system pressure boundary integrity of the RCP and the structural integrity for the LPSW piping.

The alternate examinations are acceptable as discussed in the Safety Evaluation and are imposed in lieu of the applicable Code requirements.

Therefore, relief from the inservice inspection requirements of the reactor coolant pump 1A2 is granted as requested, pursuant to 10 CFR 50.55a(a)(3)(ii),

and the hydrostatic testing requirements of the subject weld repair is granted as requested, pursuant to 10 CFR 50.55a(g)(6)(i). However, if the subject pump is not disassembled during an ISI inspection interval, this should be documented and reported in your ISI Summary Report at the end of each inspection interval.
