COMPLETION OF CONFIRMATION OF ACTION LETTER COMMITMENTS

(CAL 50-269/91-01)

In a letter from the NRC to Duke Power Company (DPC), subject, "Confirmation of

Action Letter," dated September 20,

1991, certain matters were agreed to be

completed prior to the Oconee Unit 1 restart from the current refueling outage.

Additionally, you agreed to provide 24-hour operational oversight using

management. personnel on-shift until the NRC agrees this coverage is no longer

necessary.

A management meeting was conducted in the NRC Region II office on September 25,

1991,

to discuss recent events at Oconee Unit 1 and to also discuss actions

taken on the NRC Confirmation of Action Letter dated September 20, 1991.

Your letter dated October 14, 1991, requested that the requirement for 24-hour

operational management oversight be removed based on the following:

a. Specific corrective actions were taken related to rules and responsi

bilities of control room personnel and administrative control changes for

these personnel.

These controls have worked well since the Unit restart

and during a Unit transient on October 3, 1991.

b.

Periodic assessments by direct observations will be accomplished by

management personnel not normally assigned to a rotating shift for the

equivalent of at least one 12-hour shift each week for the remainder of

the calendar year and some of these observations will be conducted during

back shifts and weekend hours.

c. A team of operations personnel is being formed and will be reviewing and

evaluating watch standing practices and will be providing further

enhancements to operational activities.

the requirement for 24-hour operational oversight is removed. We will monitor

the results of your evaluations and corrective actions.
