February 15, 1991 Docket Nos.
50-269, 50-270 and 50-287 Mr. M. S. Tuckman Vice President Nuclear Operations Duke Power Company P. 0. Box 1007 Charlotte, North Carolina 28201-1007
Dear Mr. Tuckman:
SUBJECT:
NRC GENERIC LETTER (GL) 89-04, "GUIDANCE ON DEVELOPING ACCEPTABLE INSERVICE TESTING PROGRAMS" (TACS 74779/74780/74781)
By letters dated October 3, 1989 and January 12, April 19 and November 1, 1990, Duke Power Company responded to the subject generic letter for the Oconee Nuclear Station, Units 1, 2 and 3. Your response indicated that activities required to address the issues discussed in the generic letter either have been performed or will be implemented in accordance with the schedule included in your November 1, 1990 letter. Since a detailed technical review of your response to the issues covered by GL 89-04 has not been performed, approval of your inservice testing program is neither intended nor implied; however, your confirmation does provide an adequate basis to consider NRR's review of your response to the GL complete. Within 30 days following the completion of each of the scheduled actions, you are requested to confirm their implementation to the NRC.
Included with your response were a number of requests for relief from the requirements of the ASME Code. These relief requests are being reviewed as a separate issue and you will be formally notified of the results of this review by separate correspondence.
If you have questions regarding this matter, contact me at (301) 492-0906.
Sincerely, Timothy Reed/for L. A. Wiens, Project Manager 9
