RESPONSE TO GENERIC LETTER 88-11, "NRC POSITION ON RADIATION EMBRITTLEMENT OF REACTOR VESSEL MATERIALS AND ITS IMPACT ON PLANT OPERATIONS" FOR THE OCONEE NUCLEAR STATION (TACS 71522/71523/71524)

On July 12, 1988, the NRC issued Generic Letter (GL) 88-11, which requested licensees to submit the results of pressure-temperature analyses performed in accordance with Regulatory Guide 1.99, Revision 2, "Radiation Embrittlement of Reactor Vessel Materials" and to propose a schedule for any proposed actions as a result of these analyses. Duke Power Company (DPC) responded to the GL by letters dated November 21, 1988 and January 31, 1989. You had determined that new pressure-temperature (P-T) limits were required and provided a.schedule for submittal of a technical specification amendment request to address these changes. You also indicated that, if necessary, changes to the low temperature over pressure (LTOP) setpoints would be included in the request.

The NRC staff has reviewed your responses and has determined that they meet the reporting requirements of the GL. The TS amendment request submitted as a result of the GL recommendations is currently under staff review and is being tracked as a separate licensing activity. Therefore, this action closes TAC Nos. 71522, 71523, and 71524.
