FEE WAIVER REQUEST
Dear Mr. Hampton:
In your February 2, 1996, letter to the NRC, you requested a waiver of Part 170 fees for the staff's review of plant specific license renewal technical information necessary for an eventual license renewal application for the Oconee Nuclear Station (ONS).
The NRC staff has reviewed your request and has determined that since a portion of the staff's review of your license renewal technical information will be beneficial in formulating its standard review plan guidance, your request meets criteria 2 of footnote 4 of 10 CFR 171.21 and a.partial fee waiver is appropriate for the ONS. Specifically, the staff intends to manage the review of the License Renewal Technical Information for ONS using both a site specific TAC and a generic TAC. That portion of the staff's review that supports the staff's development of generic standard review plan guidance will be charged to the generic TAC where fees will be recovered under the annual fees of Part 171 while the remaining portion will be charged to Oconee's plant specific Part 170 fees. The staff estimates-that 50 percent of its review of ONS license renewal information will be of generic benefit and, therefore, would not be subject to ONS' Part 170 fees. In any event, the staff will allocate the time charged to the generic TAC based on the generic benefit of the particular review.
