INSERVICE INSPECTION PROGRAM FOR THIRD TEN-YEAR INTERVAL OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 (TAC NOS. M88484, M88485, AND M88486)
Dear Mr. Hampton:
The NRC has completed its review of the inservice inspection (ISI) program.for the third 10-years of operation of the Oconee Nuclear Station, Units 1, 2, and 3. This review was based upon your ISI program Revision 0 and Revision 1, dated December 20, 1993, and June 14, 1995. Additional information was provided in letters dated January 24 and May 11, 1995. Our Safety Evaluation (SE) is enclosed. Our safety review has been performed with the technical assistance of a contractor, Idaho National Engineering Laboratory (INEL).
Our evaluation incorporates INEL's Technical Evaluation Report (TER). A clarification was included in our SE for the conditions of relief request ONS-1 and ONS-2.
During the course of this review, we have determined that certain requirements of Section XI of the ASME Code for which you have requested relief are either impractical to perform at the Oconee Nuclear Station, or the alternate examinations specified in your submittals ensure an acceptable level of quality and safety or result in hardship without a compensating increase in the level of quality and safety. The alternate methods of examination are acceptable as discussed in the TER and are imposed in lieu of the applicable Code requirements. Alternatives are authorized or relief from the Code requirements is granted as requested, or with conditions as specified in Table 1 of Enclosure 1, pursuant to 10 CFR 50.55a(a)(3)(i), 50.55a(a)(3)(ii), and 50.55a(g)(6)(i). Also, the specific section is identified in Table 1.
These reliefs granted pursuant to 10 CFR 50.55a(g)(6)(i) are authorized by law and will not endanger life or property or the common defense and security and are otherwise in the public interest given due consideration to the burden that could result if the requirements were imposed on your facility.

No deviations from regulatory requirements or commitments were identified in the Oconee Nuclear Station, Units 1, 2, and 3 Third Ten-Year Interval Inservice Inspection Program Plan, Revision 1, with the exception of Requests for Relief Nos. ONS-007 (Unit 1) and ONS-008 (Units 2 and 3), which were denied.
