to Proposed Technical Specifications Amendments Gentlemen:
By letter dated January 12,
- 1995, Duke Power submitted proposed amendments to the Technical Specifications (TS) for McGuire,
- Catawba, and Oconee Nuclear Stations.
Subsequently, during conversations with a
member of the NRC
- Staff, concerns were identified with the generic position titles being proposed in the new McGuire and Catawba TS 6.5.1 and Oconee TS 6.1.2.1.
These TS relate to the management positions authorized to approve such items as procedures and procedure
- changes, station modifications, Technical Specifications amendments, and reportable events.
The NRC concerns were communicated to Duke Power in telephone conversations between L.
E. Wiens NRC/NRR and J. S.
- Warren, Duke Power held on March 20 and 27, 1995.
Based upon our understanding gained during the telephone conversations, the NRC feels the generic position titles of "appropriate manager/superintendent level or above" as proposed in our January 12 proposed amendment is acceptable in concept, but the specific positions authorized to perform approvals must be stated in the topical report for the Duke quality assurance program, 9

- Also, the approving position should usually be the head of the organization appropriate for the affected item.
The NRC Staff also identified an additional concern with the removal from each station's Technical Specifications of the requirement for the Duke Nuclear Safety Review Board (NSRB) to review proposed changes to Technical Specifications/Operating Licenses.
As proposed in our January 12 submittal, this change affects current McGuire and Catawba TS 6.5.2.8d and current Oconee TS 6.1.3.3d.
Following consideration of the identified NRC concerns, it has been decided to clarify our January 12 proposed amendments such that the generic positions authorized to perform the referenced approvals will normally be the organizational head appropriate for the item being considered for approval.
As permitted by applicable regulatory requirements and administrative controls a designee may perform these approvals.
Therefore, the necessary revisions to the affected pages of our January 12 proposed amendment have been made and are attached to this letter.
Additionally, the enclosed Amendment 20 to the Duke Power Company Quality Assurance Program Topical Report (Duke-1) is attached to this letter and is being submitted pursuant to 10CFR50.54 (a) (3).
Amendment 20 states the specific positions authorized to perform the approvals referenced.
above and also includes the statement that the Duke NSRB will review proposed changes to the stations' Technical Specifications and Operating Licenses.
In each of the attachments, the revisions are indicated by change bars in the page margins.
The changes contained in Amendment 20 have been determined to not reduce the commitments currently in the Duke Quality Assurance Program.
A copy of this supplement is also being sent to the appropriate North Carolina and South Carolina state officials.
