OCONEE NUCLEAR STATION UNITS 1, 2, AND 3 - RELIANCE ON APPENDIX J TEST RESULTS IN LIEU OF CODE HYDROSTATIC PRESSURE TEST FOR INSERVICE INSPECTION - RELIEF REQUEST NO. 94-GO-002 (TAC NOS. M89754, M89755, AND M89756)

Dear Mr. Tuckman:

The purpose of this letter is to authorize your proposed alternative (Code Case N-522) to the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code).

This provides relief for the Inservice Inspection (ISI) program.

In a letter dated June 22, 1994, you proposed alternatives to the requirements of the ASME Code. You requested approval to implement the alternative rules of ASME Section XI Code Case N-522 and Code Case N-498-1, pursuant to 10 CFR 50.55a(a)(3), for 10-year hydrostatic testing on-Class 2 systems. Code Case N-522 allows use of.the leakage testing requirements of 10 CFR Part 50, Appendix J, to satisfy the periodic pressure test requirements of ASME Code,Section XI, Subsection IWC, for those isolated portions of Class 2 piping which are classified only for the purpose of containment integrity. Our evaluation to implement Code Case N-498-1 is being addressed separately.

We have reviewed the information provided in your June 22, 1994, letter in support of the relief request. Based on the information submitted, the alternative for hydrostatic testing contained in your proposal, use of Code Case N-522 for Code Class 2 systems, is authorized pursuant to 10 CFR 50.55a(a)(3)(i) because the proposed alternative provides an acceptable level of quality and safety. The alternative testing -is authorized for the duration of the currently approved ISI program.

May 22, 1995 You stated in the.June 22, 1994, submittal that you intended to implement Code Case N-522 at Oconee Unit 2 in October 1994. Our letter dated 0ctober 11, 1994, informed you that we would be unable to compiet our review of this request in time to support this schedule. As a result, you requested approval to defer the testing covered by this Code Case-to thenext scheduled outage for Oconee Unit 2, in order to allow time to completei-the review.

This outage would be the first outage in the third 10-year inspection interval.,We authorized this deferral in a letter dated January 17, 1995. Authorizafion to implement Code Case N-522 applies to this deferred, testing..

The staff has concluded that the use of Code Case N-522 is authorized pursuant to 10 CFR 50.55a(a)(3)(i). Accordingly, the above identified relief reques is hereby authorized, subject to the conditions detailed in"the enclosed Safety Evaluation.
