Vice President, Oconee Site Duke Power Company P. 0. Box 1439 Seneca, SC 29679

SUBJECT:

OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 - REQUEST FOR RELIEF NO.

ONS-004, REVISION 1 (TAC NOS. M84607, M84608, AND M84609)

Dear Mr. Hampton:

By letter dated September 14, 1992, you submitted Request for Relief No.

ONS-004 from the testing and examination requirements of the ASME Boiler and Pressure Vessel Code. Supplemental information was provided in a letter dated November 14, 1994. Relief Request ONS-004 concerns the use of ultrasonic calibration blocks made of materials other than those required by ASME Section XI.

You stated in your request that the two calibration blocks covered by the relief were considered equivalent to the Code-required blocks.

The NRC staff, with technical assistance from its contractor, the Idaho National Engineering Laboratory, has reviewed your relief request. Our evaluation is enclosed. We find that the use of alternative calibration standards for the pressurizer and steam generator shell welds will provide an acceptable level of quality and safety. Therefore, pursuant to 10 CFR 50.55a(a)(3)(i), your proposed alternative examination is authorized.

Sincerely, Original signed by:

Herbert N, Berkow, Director Project Directorate 11-2 Division of Reactor Projects -
