OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 INSERVICE TESTING PROGRAM, REVISION 22 - ACTION ITEMS AND REVISED RELIEF REQUESTS (TAC NOS. M91657, M91658, AND M91659)

Dear Mr. Hampton:

In your letter dated February 21, 1995, you responded to the NRC's Safety Evaluation (SE) dated November 23, 1994, for the Oconee Nuclear Station, Units 1, 2, and 3, Inservice Testing (IST) Program. This response was supplemented with a submittal dated March 9, 1995. Your response included a description of the actions taken for each of the items identified in the SE and previously approved relief requests which required a revision due to the actions taken in response to the SE.

The staff has reviewed the revised relief requests in the Revision 22 submittals. Our Safety Evaluation is enclosed. The staff has determined that the bases for approval of those relief requests previously approved remain valid. Relief Request VLV-11, which had not been previously approved, was determined to be acceptable for an interim period until the valves could be replaced. The staff found that it was impractical to test the valves in accordance with the Code requirements due to the current system design and the burden which would result if the requirements were immediately imposed. The schedule for valve replacement (Unit 1 by 12/95, Unit 2 by 05/96, and Unit 3 by 07/95) is acceptable. This relief is granted in accordance with 10 CFR 50.55a(f)(6)(i)'and is authorized by law and will not endanger life or property, or the common defense and security, and is otherwise in the public interest, given due consideration to the burden that could result if the requirements were imposed on your facility.
