SAFETY EVALUATION OF DUKE POWER COMPANY'S PROPOSED EMERGENCY ACTION LEVEL CHANGES FOR THE OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 (TAC NOS. M89467, M89468, AND M89469)

Dear Mr. Hampton:

By letter dated May 5, 1994, as supplemented by letters dated July 18, July 26, and November 30, 1994, February 22 and March 9, 1995, you submitted proposed changes to the Oconee Nuclear Power Plant emergency action levels (EALs).

The proposed EALs incorporate the guidance in NUMARC/NESP-007, Revision 2, "Methodology for Development of Emergency Action Levels."

NUMARC/NESP-007 was endorsed by 'the staff in Regulatory Guide 1.101, "Emergency Planning and Preparedness for Nuclear Power Reactors," as an acceptable method for meeting the requirements of 10 CFR 50.47(b)(4) and Appendix E to 10 CFR Part 50.

The NRC staff has completed its review of your proposed changes and the supporting documentation. As a result of that review, we conclude that the changes meet the requirements of 10 CFR 50.47(b)(4) and Appendix E to 10 CFR Part 50, and therefore are acceptable. Our conclusions are summarized in the enclosed Safety Evaluation.
