OCONEE UNITS 1, 2, AND 3 -
SAFETY EVALUATION FOR RELIEF REQUEST 93-08 TO DELAY THE REQUIRED SURFACE INSPECTION OF SELECTED WELDS (TAC NOS. M88455, M88456, AND M88457)
By letter dated December 21, 1993, you submitted Relief Request No. 93-08 from ASME Code requirements to delay the required surface examination of the reactor pressure vessel (RPV) core flood nozzle-to-safe end and safe end-to pipe welds and the reactor cooling system nozzle-to-pipe welds until the first refueling outages of Oconee Units 1, 2, and 3 of the third 10-year inservice inspection interval.
The delay was requested to allow time to successfully demonstrate an alternate examination which had previously been conditionally approved by the NRC.
The NRC staff has reviewed your request. Our evaluation is provided in the enclosure. Based on the alternate examination, which has been completed on all three Oconee units, the delay in the performance of the surface examination is acceptable. The NRC staff has determined that the performance of the alternate testing provides an acceptable level of quality and safety for the interim period specified in the safety evaluation. Therefore,
.pursuant to 10 CFR 50.55a(a)(3)(i), your request to delay the surface examinations for Oconee Units 1, 2, and 3 is authorized.
