Dear Ms. Pyle,

By letter dated April 22, 2016 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML16116A175), Entergy Operations, Inc. (Entergy, the licensee), submitted a relief request for Arkansas Nuclear One (ANO), Unit 1, to propose an alternative to the requirements of the 2001 Edition w/2003 Addenda of ASME Section XI for ANO-1, specifically, the requirements of Examination Category B-F, Table IWB-2500-

1. During the upcoming 2016 fall refueling outage at ANO-1, Entergy plans to examine the Core Flood Nozzle to Safe-End dissimilar metal welds. The examinations will be performed using techniques that are qualified for flaw detection and sizing using procedures, personnel, and equipment qualified by demonstration in all aspects except depth sizing. This proposed alternative represents a contingency for depth sizing.

The purpose of this correspondence is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of the relief request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your application and concluded that it provides technical information in sufficient detail to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed relief requests in terms of regulatory requirements and the protection of public health and safety and the environment. The NRC staff notes, however, while the NRC has previously authorized similar relief requests on the basis that the alternative will provide an acceptable level of quality pursuant to 10 CFR 50.55a(z)(1), more recent alternatives, including the referenced precedents, were authorized on the basis of impracticality pursuant to 10 CFR 50.55a(g)(5)(iii). Furthermore, successful authorization pursuant to 10 CFR 50.55a(z)(1) is unlikely. If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.
