SAFETY EVALUATION OF THE BABCOCK & WILCOX OWNERS GROUP SUBMITTALS RELATING TO THE POTENTIAL FOR COMMON-MODE FAILURE OF THE HIGH PRESSURE SAFETY INJECTION SYSTEM FOR B&W PLANTS (TAC# M99019)

Dear Mr. Foster:

During a shutdown of Oconee Unit-3 in May of 1997, two of the three high pressure injection (HPI) pumps were damaged as a result of inadequate water inventory in the letdown storage tank. Following this event, the NRC asked the Babcock and'Wilcox Owners Group (B&WOG) to review the potential for common mode failure of the HPI system and recommend proposed corrective actions for any problems that were identified.

The NRC sent questions to the B&WOG on May 27, 1997 and follow-up questions on July 21. 1997. The B&WOG responded to these requests for information by letters dated, June 5, and August 8, 1997. Based on the information provided, the staff has prepared the enclosed safety evaluation.

The evaluation concluded that the common-mode failure potential identified as a result of the Oconee Unit-3 event does not affect the other B&W plants.

The staff has requested that the licensee for Oconee perform a study to address their system reliability. The NRC review of that study is being performed under a separate, Oconee-specific action (TAC NO. M98454). Also, information provided by Crystal River indicates that there are two open items related to the questions sent by the staff. Those items are being reviewed under different staff actions and no additional work will be performed under TAC M99019. This concludes the review activity for TAC M99019.
