OCONEE NUCLEAR STATION, UNIT 3 -
SECOND TEN-YEAR INTERVAL INSERVICE INSPECTION REQUEST FOR RELIEF NO. 92-07 (TAC NO. M83363)
By letter dated April 21, 1992, Duke Power Company (licensee) submitted Request for Relief No. 92-07 relating to hydrostatic testing during the second ten-year interval inservice inspection of Oconee Nuclear Station, Unit 3.
Relief is requested from the scheduling requirements of IWC-2420(a) of Section XI of the ASME Code for the hydrostatic testing of the Unit 3 Liquid Waste Disposal, Reactor Building Spray, and Spent Fuel Cooling Systems. These tests were performed prematurely 45 days before the start of the third 3%-year period of the second ten-year interval when they were scheduled to be performed. The licensee determined that it would be a hardship to repeat these tests to meet the Code scheduling requirements, and has requested that the tests be credited to the third inspection period of the second interval.
The NRC staff, with technical assistance from its contractor, Idaho National Engineering Laboratory, has reviewed and evaluated the April 21, 1992, submittal and supporting information. The staff has concluded that the scheduling requirements of the Code would result in undue hardship without a compensating increase in safety. Therefore, pursuant to 10 CFR 50.55a(a)(3)(ii), the licensee's proposed alternative contained in Request for Relief 92-07 is authori7ed, provided that the new schedule for hydrostatic testing is followed in subsequent intervals, in order that the time between tests do not exceed 10 years.
The staff has also concluded that the licensee's proposed alternative inspection schedule will provide reasonable assurance of the continued structural reliability of these systems. The staff's evaluation and conclusions are contained in the enclosed Safety Evaluation. This relief is authorized by law and will not endanger life or property or the common defense and security, and is otherwise in the public interest, given due consideration to the burden that could result if the requirements were imposed on your facility.
