SUBJECT:

DAILY HIGHLIGHT Oconee Unit 3 Duke Power Company (ur has completed inspection activities related to the instrument line leak on Oconee Unit 3. These inspections included checks of electrical and mechanical equipment and all fittings connected to the primary system and visual leak checks of fittings at 50 psig above operating pressure. No significant deficiencies were found, either as a result of the event or as a pre-existing condition. The plant commenced a startup on Sunday December 8, 1991.

Prior to achieving criticality, a Group 5 rod dropped into the core from a nearly fully withdrawn position. The cause of the dropped rod was a phase to phase short in the CRDM stator. The unit was shut down and is cooling down to a system temperature of 250 degrees F. to allow technicians access to the head area in order to determine the cause of the failure. The resident inspectors and NRR Project Manager are closely following the licensee's investigation of the dropped rod and will continue to monitor startup activities.
