NRC Staffs LIC-109 Acceptance Review Results for the St. Lucie 2016 Biological Opinion LAR (CACs MF7661 & MF7662)

Ken, By letter dated April 29, 2016 (ADAMS Accession No. ML16125A253), Florida Power & Light Company (the licensee) requested license amendments for St. Lucie Units 1 and 2. The purpose of this e-mail is to provide the results of the U.S.

Nuclear Regulatory Commission (NRC) staffs acceptance review of this amendment request. The NRC performed an acceptance review of the amendment request to determine if the scope and depth of technical information is sufficient for the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff concluded that the licensees amendment request provides technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed request in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which the NRC staff identifies issues that affect its ability to complete the detailed technical review despite completion of an adequate acceptance review. If the NRC staff needs additional information, it will notify the licensee by separate correspondence.
