SUBJECT:

RELIEF REQUEST NO. 92 SAFETY EVALUATION, OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 (TAC NOS. M84080, M84081, AND M84082)

By letter dated July 15, 1992, you submitted Relief Request No. 92-10 from ASME Code requirements for surface examinations on pipe branch connection welds for the Main Steam Relief Valve piping during the second Ten-Year Interval Inservice Inspection Program. This relief request is for those welds made inaccessible by guard piping.

The NRC staff has reviewed your relief request and your proposed alternative testing. Our evaluation is enclosed. We find that the Code-required examinations of the welds are impractical because of their inaccessibility for surface examination and that the proposed alternative testing of the guard tubing welds and the system pressure test will provide additional assurance of the integrity of the branch connection welds.

Therefore, pursuant to 10 CFR 50.55a(g)(6)(i), the request for relief is granted and the proposed alternative testing is authorized. These actions will not endanger life or property or the common defense and security and are otherwise in the public interest giving due consideration to the burden upon the licensee that could result if the ASME code requirements were imposed on the facility.
