REQUEST FOR RELIEF FROM SECTION XI ASME CODE REQUIREMENTS FOR OCONEE UNIT 1 (TACS M82707 AND M82708)
By letters dated January 28, 1992, you submitted Relief Request Nos. 92-01 and 92-02 for relief from the high pressure testing requirements of Section XI of the ASME Code for certain sections of piping in Oconee Nuclear Station, Unit 1. Relief Request No. 92-01 concerned the piping in the emergency flow path for seal water to the Reactor Coolant Pump between valve 1HP-398 and valves 1HP-446, 447, 448, and 449. In Relief Request No. 92-02, the piping of concern was in the Component Cooling Water system between valves ICC-3 and 33, ICC-4 and 37, ICC-5 and 25, and ICC-6 and 29.
The staff has reviewed each of your requests and the information provided in support of them. Our Safety Evaluation is enclosed. Based on this evaluation, we conclude that the alternative testing proposed in Relief Request No. 92-01 will provide an acceptable level of quality and safety for operation until the next cold shutdown. At that time, the Code-required hydrostatic pressure testing will be performed. Therefore, pursuant to 10 CFR 50.55a(a)(3)(i) and (ii), the alternative testing proposed in Relief Request No. 92-01 is authorized.
Based on our Safety Evaluation, we conclude that the Code-required high pressure testing of the piping described in Relief Request 92-02 is impractical and that the proposed alternative pressure testing at 187.5 psig would provide assurance of structural integrity of the piping under normal operating conditions. This section of piping can be isolated in case of a DR ADOC 05000269 PDR
Mr. J. August 25, 1992 cooling jacket tube leak. Accordingly, pursuant to 10 CFR 50.55a(g)(6)(i),
Relief Request No. 92-02 is granted. This relief is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest giving due consideration to the burden that could result if the requirements were imposed on your facility.
