Ken, By letter dated March 7, 2016 (Agencywide Documents Access and Management System Accession No. ML16076A431), Florida Power and Light Company (the licensee) submitted to the Nuclear Regulatory Commission (NRC) Relief Request (RR)-11 for St. Lucie Plant Unit No. 2 (SL-2). Specifically, pursuant to Title 10 of the Code of Federal Regulations (10 CFR), Sections 50.55a(z)(1) and 50.55a(z)(2), the licensee requests relief based on Electric Power Research Institute (EPRI) Materials Reliability Program (MRP) Report MRP-375. Report MRP-375 was developed to support a technically based volumetric or surface re-examination interval using appropriate analytical tools. This report demonstrates that the re-examination interval can be extended to a 20 year interval length while maintaining an acceptable level of quality and safety. In addition, the licensee proposes that the elimination of one examination will reduce personnel radiation exposure by an estimated 2 to 3 REM and reduce industrial injury risk by eliminating the examination at the 10 year period.
The NRC staff concluded that the licensees submittal provides technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed request in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which the NRC staff identifies issues that affect its ability to complete the detailed technical review despite completion of an adequate acceptance review. If the NRC staff needs additional information, it will notify the licensee by separate correspondence.
