DRESDEN NUCLEAR POWER STATION INDEPENDENT SPENT FUEL STORAGE INSTALLATION ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT RELATED TO ISSUANCE OF EXEMPTION TO ALLOW LOADING AND STORAGE OF A SINGLE DNPS THORIA CANISTER CONTAINING 18 THORIA RODS IN THE HOLTEC HI-STORM MPC-68M (TAC NO. L24989)

Dear Mr. Simpson:

Enclosed is a copy of the Environmental Assessment and Finding of No Significant Impact related to your application for an exemption dated January 29, 2015 (Agency-wide Documents Access and Management System (ADAMS) Accession Number ML15029A334), supplemented June 8, 2015 (ML15159A745) with respect to the Holtec International, Inc. (Holtec) HI-STORM 100 multi-purpose canister (MPC)-68M. The proposed action would allow loading and storage of a single Dresden Nuclear Power Station (DNPS) Unit 1 thoria rod canister containing 18 DNPS Unit 1 thoria rods in a Holtec Hi-Storm 100 MPC-68M. This would be permitted under exemption from the following requirements of Title 10 of the Code of Federal Regulations, Part 72, sections:

  • 10 CFR 72.212(a)(2), which states that the general license is limited to storage of spent fuel in casks approved under the provisions of this part.
  • 10 CFR 72.212(b)(3), which states that the general licensee must Ensure that each cask used by the general licensee conforms to the terms, conditions, and specifications of a CoC or an amended CoC listed in §72.214.
  • 10 CFR 72.212(b)(5)(i), which states that The cask, once loaded with spent fuel or once the changes authorized by an amended CoC have been applied, will conform to the terms, conditions, and specifications of a CoC or an amended CoC listed in § 72.214.
  • 10 CFR 72.212(b)(11), which states that The licensee shall comply with the terms, conditions, and specifications of the CoC and, for those casks to which the licensee has applied the changes of an amended CoC, the terms, conditions, and specifications of the amended CoC, including but not limited to, the requirements of any AMP put into effect as a condition of the NRC approval of a CoC renewal application in accordance with

§72.240. and

  • 10 CFR 72.214, which states that The following casks are approved for storage of spent fuel under the conditions specified in their Certificates of Compliance.
