- Pamela, Thank you for the opportunity for IEMA to provide comments on the Dresden exemption request. The IEMA comments are shown below.
... Cecil The MPC-68M is an updated model of Multi-Purpose Container (MPCs) approved in CoC No. 1014 to store Unit 1 fuel. Therefore, its safety properties are very similar to the models listed in CoC No. 1014. Fmihermore, the Unit 1 fuel only generates a small amount of decay heat and its storage is bounded by thermal analyses performed for already-approved canisters. The Unit 1 fuel is scheduled to be loaded into an MPC-68M during the Spring 2016 spent fuel loading campaign.
The NRC has previously performed a technical review of the exemption request which is documented in the Safety Evaluation Report (SER). The NRC staff in the SER concluded that criticality control, thermal, shielding, and confinement design functions for a loaded Dresden Nuclear Power Station (DNPS) Unit 1 Thoria rod canister were bounded by those evaluated for the design basis fuel assembly.
IEMA has reviewed the licensee's Exemption Request to Load and Store Thoria Rods in a Holtec 68M MPC that was submitted to the NRC on December 15, 2014.
Additionally, EGC nuclear fuels analysis has concluded that loading and storing the 18 Thoria Rods in an MPC-68M canister would not significantly increase the cask reactivity, which would continue to remain below the regulatory limit.
Based on the above, IEMA finds Il.Q basis for denial of this Exemption Request.

Dear Mr. Klinger,
We have reviewed an exemption request for the Dresden Nuclear Power Station (DNPS). As part of our review process, we consult Federal and State agencies and persons affected by the licensing action. The consultation is typically done just prior to issuing the final environmental assessment (EA).
The purpose of the consultation is to solicit comments on the environmental impact of the proposed action and any other comments pertaining to the proposed action. Please note that we document in the "Agencies and Persons Consulted" of the federal register notice that the consultations occurred and summarize the comments received.
Please provide any comments on the attached draft EA and finding of no significant impact (FONSI) and provide comment back to me by October 28, 2015. Should you not be able to support this date please suggest an alternate due date you can meet.
