NRC Staffs LIC-109 Acceptance Review Results for the St. Lucie MTC Surveillance Test License Amendment Request (CAC Nos. MF7269 and MF7270)
Ken, By application dated January 19, 2016 (Agencywide Documents Access and Management System Accession No. ML16033A472), Florida Power & Light Company (the licensee) requested license amendments for Plant St. Lucie Unit Nos. 1 and 2. The NRC performed an acceptance review of the application to determine if the scope and depth of technical information is sufficient for the NRC staff to complete its detailed technical review.
The acceptance review also intends to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
During the acceptance review, the NRC requested clarification on the scope of the application and a teleconference between the NRC staff and FPL was held on February 10, 2016.
The NRC staff concluded that the licensees submittal provides technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed request in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which the NRC staff identifies issues that affect its ability to complete the detailed technical review despite completion of an adequate acceptance review. If the NRC staff needs additional information, it will notify the licensee by separate correspondence.
