Via Reference 1, AREVA Inc. (AREVA) requested that the NRC amend Certificate of Compliance (CoC) No. 9252 for the Model No. 51032-2 package via a Letter of Authorization allowing shipment of 4.95 wt.%-enriched fuel assemblies from the Crystal River 3 nuclear power plant to the Oconee nuclear power plant. Via Reference 2 the NRC granted the requested authorization and set forth the special conditions applicable to the shipments. The authorization was limited to shipments made between July 1 and September 30, 2016 and between July 1 and September 30, 2017. This was based on AREVA's statement in Reference 1 that the shipments would occur from "July to September of 2016 and from July to September of 2017."

The planned date ranges for the shipments were provided by AREVA's customer Duke Energy and were based on the best information available to Duke at that time. Duke Energy has since (December 2015) contacted AREVA requesting added flexibility in the dates of shipments based on the likelihood of schedule changes for the fuel transfers.

Accordingly in behalf of its customer, AREVA requests that the period of validity for the authorization, as stated in the first paragraph of Reference 2, be revised to read:

"This authorization is valid for packages to be shipped within two four-month windows determined mutually by Duke Energy and AREVA and communicated 21 01 Horn Rapids Road. Richiand WA 99354 S

All other conditions imposed by the Reference 2 NRC authorization will remain unchanged. AREVA requests NRC action on this request to support a 90-day pre-notification of an initial shipping window commencing as early as July 2016.
