SEABROOK STATION, UNIT NO. 1 - REQUEST FOR VOLUNTARY RESPONSE TO PETITION FROM C-10 RESEARCH AND EDUCATION FOUNDATION REGARDING ALKALI SILICA REACTION IN CONCRETE STRUCTURES AND REQUIRING IMMEDIATE IMPLEMENTATION AND ENFORCEMENT OF AMERICAN CONCRETE INSTITUTE 349.3R AND AMERICAN SOCIETY FOR TESTING AND MATERIALS C856-11 CODE STANDARDS

Dear Mr. Curtland:

By e-mail dated December 22, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML16006A002), the U.S. Nuclear Regulatory Commission (NRC) received a petition pursuant to Title 10 of the Code of Federal Regulations (10 CFR),

Section 2.206 from the C-10 Research and Education Foundation (C-10 Foundation).

The C-1 O Foundation petition requests that the NRC issue an order to the licensee of the Seabrook Station, Unit No. 1 (Seabrook), requiring immediate implementation and enforcement of American Concrete Institute (ACI) 349.3R, "Evaluation of Existing Nuclear Safety-Related Concrete Structures," and American Society for Testing and Materials (ASTM) C856-11, "Standard Practice for Petrographic Examination of Hardened Concrete," code standards requiring core sampling, and petrographic testing for the mechanical properties of tensile strength, Poisson's ratio, modulus of elasticity, and compressive strength-specifically for walls of the containment building and spent fuel pool at Seabrook.

As petition manager, I would like to inform you that you have the right to submit a voluntary response to the issues identified in the petition in accordance with NRC Management Directive 8.11, "Review Process for 10 CFR 2.206 Petitions" (ADAMS Accession No. ML041770328).

If you choose to provide a voluntary response, the response will be made publicly available.

Your response should also be sent to C-10 Foundation, the petitioner. for its information.

Your response should avoid using proprietary or personal privacy information that requires protection from public disclosure.
