TRANSMITTAL OF DRAFT SAFETY EVALUATIONS FOR PROPOSED AMENDMENTS RE: SAFETY LIMIT MINIMUM CRITICAL POWER RATIO CHANGE (CAC NOS. MF5383 AND MF6169)

Dear Mr. Hanson:

By application dated December 5, 2014, as supplemented by letter dated April 30, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML14342A229 and ML15120A287, respectively}, Exelon Generation Company, LLC (Exelon, the licensee) submitted a license amendment request (LAR) for Peach Bottom Atomic Power Station (PBAPS), Unit 2. The proposed amendment would revise the technical specifications related to the Safety Limit Minimum Critical Power Ratios. A similar LAR for PBAPS, Unit 3, was submitted by application dated April 30, 2015, as supplemented by letter dated August 6, 2015 (ADAMS Accession Nos. ML15120A290 and ML15218A561, respectively).

Enclosed are the draft Safety Evaluations (SEs) that the U.S. Nuclear Regulatory Commission (NRC) staff has prepared to support the proposed LARs. Pursuant to Section 2.390 of Title 1O of the Code of Federal Regulations (1 O CFR), we have made a preliminary determination that the enclosed draft SEs do not contain proprietary information. However, since the NRC's review was based largely on review of proprietary information, the NRC staff requests that the licensee confirm that the draft SEs do not contain any information that is considered proprietary. If you believe that any information is proprietary, please identify such information line-by-line and define the basis pursuant to the criteria of 10 CFR 2.390. The NRC staff requests that the licensee provide comments regarding the proprietary content in the draft SEs within 5 business days from the date of this letter. The response timeframe was discussed with Mr. David Neff of your staff on January 11, 2016.

Since the NRC review is not yet complete, this letter and the enclosures do not convey or represent an NRC staff position regarding the licensee's requests. Should the amendments be approved, the NRC staff will issue a publicly available, nonproprietary version of the SEs.

Enclosure transmitted herewith contains sensitive unclassified information.

When separated from enclosure, this transmittal document is decontrolled.
