In Reference 1, Florida Power & Light Company (FPL) requested an amendment to Renewed Facility Operating Licenses DPR-3 1 and DPR-41 for Turkey Point Units 3 and 4, respectively.

The proposed amendment would remove Technical Specification (TS) 3/4.9.5, "Communications," and TS 3/4.9.6, "Manipulator Crane," and relocate the requirements to the Turkey Point Updated Final Safety Analysis Report (UFSAR) and related procedures.

In Reference 2, the NRC requested additional information determined to be needed in order to complete their review of the amendment request. The enclosure to this letter contains the requested information. The additional information provided does not impact the no significant hazards determination and environmental considerations previously submitted to the NRC by Reference 1.

There are no new commitments or changes to existing commitments made in this submittal.

Turkey Point Units 3 and 4 L-20 15-286 Docket Nos. 50-250 and 50-251 Enclosure License Amendment Request No. 232 Page 2 of 2 NRC RAI-1 In its application dated July 2, 2015, the licensee proposed deleting two technical specifications relating to communications systems and the manipulator crane used during refueling operations.

The application indicates that the Updated Final Safety Analysis Report (UFSAR) and related procedures, changes to which are controlled in accordance with 10 CFR 50.59, will be used to ensure that refueling communications and manipulator crane operations are conducted safely; however, the application does not show exactly what information will be placed into the UJFSAR, procedures, or other administrative controls.

Please provide a description of the content to be relocated from the technical specifications to the UFSAIR and related procedures. Describe and justif~y any changes to aspects of the technical specifications that will be changed or deleted (if the content will be relocated in its entirety, please indicate this). Alternatively, you may provide marked up draft copies of the UFSAR/administrative controls/procedures that show how specific elements of the technical specifications will be relocated.

FPL RESPONSE FPL proposes to relocate the information contained in the current Technical Specification (TS) 3/4.9.5, "Communications," and TS 3/4.9.6, "Manipulator Crane" in its entirety to the UFSAR and related plant procedures. LAR 232 does not propose any changes or deletions to the content of the referenced TS.
