UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 Mr. Jon Greendeer, President Ho-Chunk Nation W9814 Airport Road P.O. Box 667 Black River Falls, WI 54615
SUBJECT:
NOTICE OF AVAILABILITY OF THE DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF LASALLE COUNTY STATION, UNITS 1 AND 2, FOR PUBLIC COMMENT
Dear President Greendeer:
The U.S. Nuclear Regulatory Commission (NRC) is conducting an environmental review of the effects of renewing the operating licenses for LaSalle County Station, Units 1 and 2 (LSCS).
LSCS is located in LaSalle County, Illinois, approximately 75 miles southwest of Chicago, and 11 miles southeast of Ottawa, IL and is operated by Exelon Generation Company, LLC (Exelon). As part of its review, the NRC has completed a draft Supplemental Environmental Impact Statement (SEIS) for the license renewal of LSCS. This letter is to inform you and members of your tribe that the draft SEIS for the license renewal of LSCS is available for public comment. The SEIS includes analyses of relevant environmental issues, including potential impacts to historic, archeological, and cultural properties from continued plant operation associated with license renewal.
As stated in our letter to your tribe dated February 9, 2015, the NRC is conducting Section 106 consultations in compliance with the National Historic Preservation Act (NHPA) through the requirements of the National Environmental Policy Act (NEPA), as outlined in 36 CFR 800.8(c).
In the context of NEPA, the NRCs preliminary determination is that any impact from continued power plant operations and maintenance activities during the license renewal term on historical and archaeological resources located in the area of potential effect would be small. Under the provisions of NHPA, the NRC determined that no historic properties would be affected by this undertaking (the renewal of the LSCS operating licenses). The justification for these conclusions is explained in the draft SEIS.
As discussed in the draft SEIS, the NRCs preliminary recommendation is that the adverse environmental impacts of license renewal for LSCS are not so great that preserving the option of license renewal for energy-planning decision-makers would be unreasonable. This recommendation is based on (1) the analysis and findings in NUREG 1437, Generic Environmental Impact Statement (GEIS) for License Renewal of Nuclear Plants, Revision 1, (2) the environmental report submitted by Exelon; (3) consultation with Federal, State, Tribal and local agencies; (4) the NRCs environmental review; and (5) consideration of public comments received during the scoping process.
February 8, 2016
J. Greendeer Please find a copy of the draft SEIS with these conclusions enclosed. Pursuant to 36 CFR 800.8(c), we are requesting your comments on the draft SEIS and on our preliminary conclusions. Electronic comments on the draft SEIS may be submitted to the NRC by accessing www.regulations.gov and searching for Docket ID NRC-2014-0268. Written comments may be mailed to the NRC at:

Office of Administration, Mail Stop: OWFN-12-H08 U.S. Nuclear Regulatory Commission Washington, DC 20555-0001 Please note that the public comment period for the draft SEIS ends on April 4, 2016.

SUBJECT:
NOTICE OF AVAILABILITY OF THE DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF LASALLE COUNTY STATION, UNITS 1 AND 2, FOR PUBLIC COMMENT
Dear Principal Chief Thurman:

NOTICE OF AVAILABILITY OF THE DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF LASALLE COUNTY STATION, UNITS 1 AND 2, FOR PUBLIC COMMENT
Dear Chairman Cadue:

Please find a copy of the draft SEIS with these conclusions enclosed.
