SUMMARY
OF DECEMBER 8, 2015, PUBLIC MEETING REGARDING LICENSE AMENDMENT REQUEST TO IMPLEMENT RISK-INFORMED TECHNICAL SPECIFICATION COMPLETION TIMES On December 8, 2015, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting 1 with staff from Southern Nuclear Company (SNC or the licensee). The purpose of the meeting was to discuss SNC's license amendment request to implement risk-informed Technical Specification Completion Times for the Vogtle Electric Generating Plant. Specifically, the discussion was focused on a draft request for additional information (RAI) that was provided to SNC on November 3, 2015. 2 During the meeting, SNC presented slides3 that provided an overview of how they planned to respond to the NRC staff's information request. During the discussion, a few wording clarifications were identified:
RAI 1.b.i, it was identified that the word modeled should be evaluated.
o Note, subsequent to the meeting and upon further consideration, the NRC staff determined that the word "modeled" was properly used, however, an additional sentence was added to indicated that the NRC staff information need was a list of those items not modeled and the evaluation of why this was acceptable; RAl 1.c, it was identified that the term "design basis accident initiator" was more appropriate than "design basis accident"; and RAl 1.c, the NRC staff indicated that it would further consider whether Loss of Offsite Power coincident with a Loss of Coolant Acciqent would be considered a design basis accident initiator.

No regulatory decisions were made and both the NRC staff and the licensee indicated that they would consider the items discussed in the meeting.
Following the discussion, an opportunity was afforded to any other participants who wished to ask questions or make comments. One question was received regarding parallels between the RICT process and a notice of enforcement discretion.
