Dear Mayor Hopewell:
On November 6, 2015, you wrote a letter to Chairman Burns expressing your concerns about a request to amend the operating license of the Palisades Nuclear Plant, which was proposed by Entergy Nuclear Operations, the owner and operator of the plant. The license amendment request sought agency approval of Entergys equivalent margins analysis for the Palisades Nuclear Plant reactor pressure vessel. Your letter urged the Nuclear Regulatory Commission to uphold a June 18, 2015, Atomic Safety and Licensing Board decision that granted an evidentiary hearing on the license amendment request.
On November 9, 2015, before the Nuclear Regulatory Commission received your letter, the Commission issued a decision in the Palisades license amendment proceeding, which I am enclosing for your information. In its decision, the Commission reversed the Licensing Boards decision and directed the Licensing Board to terminate the proceeding. On November 13, 2015, the Licensing Board issued an order terminating the proceeding.
