NORTH ANNA POWER STATION UNIT 1 CLARIFICATION PERTAINING TO SUBMITTALS15-245 AND 15-245A AS DISCUSSED IN NOVEMBER 30. 2015 TELECONFERENCE This letter formally documents an email communication sent to Mr. V. Sreenivas (NRC) from Ms. Diane Aitken (Dominion) on November 30, 2015. The purpose of the email was to provide clarification on two items pertaining to Dominion's submittals dated May 19, 2015 (Serial No.15-245) and September 9, 2015 (Serial No. 15-245A) that were discussed during a November 14, 2015 conversation. The technical content of the email to Mr. Sreenivas is provided below:

Item #1 related to (Serial No.15-245)

Alternative Clarification Dominion is requesting an alternative to the system leakage test requirements of IWB-5222(b). Specifically, Request NI-14-SPT-006 described in Dominion letter dated May 19, 2015 (Serial No.15-245) is asking for exemption from the requirements of IWB-5222(b) for the subject piping between 1-CH-HCV-1311 and 1-CH-328 because there is no installed design ability to verify the pressure in the line or purposely open the HCV to pressurize the line without creating the possibility of an unnecessary plant transient and a thermal shock transient in the spray piping and spray nozzle. The normal Class 1 pressure test walkdowns for leakage performed each refueling outage is sufficient to identify leakage from the line.

Will there be any retained pressure in the pipe during the VT-2 Examinations? If so, provide the retained pressure values in the pipe and what will be in the pipe (i.e., RCS coolant or air?)

Dominion Clarified Response The subject piping segment between 1-CH-HCV-1311 and 1-CH-328 is assumed to be pressurized to RCS pressure due to minor valve leakage through the Auxiliary Spray check valve (1-CH-328). 1-CH-328 is a 3" swing check valve located downstream of 1-CH-HCV-1 311. This type of valve is subject to minor seat leakage due to imperfections in the seating surface, worn hinge pin bushings, and disc distortions during operation. A review of the inspection and work order history for 1-CH-328 revealed evidence of seat leakage. Although minor, this seat leakage would eventually allow the upstream piping to reach RCS pressure of 2235 psig. However, since no connection is available for mounting temporary instrumentation, pressure in the upstream piping segment has not been validated.
