SUMMARY
OF DECEMBER 4, 2015, PUBLIC MEETING WITH PURDUE UNIVERSITY REGARDING DIGITAL INSTRUMENTATION AND CONTROL UPGRADE PROPOSED LICENSE AMENDMENT APPLICATION On December 4, 2015, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Purdue University Research Reactor (Purdue), by teleconference at the NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of this meeting was to discuss the Purdue design concept for the proposed digital instrumentation and control upgrade. Purdue stated that it plans to submit the associated license amendment request in Spring 2016. The meeting notice and agenda, dated November 20, 2015, are available in the Agencywide Documents Access and Management Systems (ADAMS) at Accession No. ML15324A115. A list of attendees is provided as an enclosure.
This meeting specifically addressed the formulation of design bases, independence considerations of various control systems, and system performance analysis. The discussion included the differences between the definitions of reactor control system (RCS) and reactor protection system (RPS). Other discussion topics included the designation of design bases, the independence of RCS and RPS, and a general outline and considerations for system performance analysis. NRC staff emphasized that it will use criteria in the Interim Staff Guidance, augumenting Chapter 7 of NUREG-1537, to evaluate the license amendment request.
