Dear Mr. Dapas:

San Onofre Nuclear Generating Station (SONGS) Units 2 and 3 Updated Final Safety Analysis Report (UFSAR) Section 2.2.2.2.2 states that Southern California Edison (SCE) is required to send an update to the Offsite Hazards Analysis to the NRG triennially. The UFSAR commitment replaced Technical Specification 5.7.1.7, "Hazardous Cargo Traffic Report," which required that "Hazardous Cargo Traffic on Interstate 5 (1-5) and the Atchison, Topeka and Santa Fe (AT&SF)

Railway shall be monitored and the results submitted to the NRG Regional Administrator once every three years."

The purpose of this letter is to forward the results from the most recently completed hazardous cargo monitoring effort. Enclosed is our report entitled "San Onofre Nuclear Generating Station Units 2 and 3 2015 Offsite Hazards Update Summary Report," dated October, 2015. This report summarizes the methods, results, and conclusions of the monitoring effort.

In March, 2014 SCE filed for a license amendment to the operating license for SONGS Units 2 and 3 to eliminate those Technical Specifications that apply to operating modes, modes where fuel is in the reactor, and those Technical Specifications that address the movement of irradiated fuel (Reference 1 ). By e-mail dated December 11, 2014 (Reference 2), the NRG provided Requests for Additional Information (RAls) regarding Reference 1.

Regional Administrator In RAl-SBPB-01 the NRC stated that, November 10, 2015

"... the license amendment request states that the Hazardous Cargo Traffic Report required by TS 5.7.1.7 pertains only to an event postulated to occur in MODES 1 through 6. The NRC staff understands this statement is applicable to toxic gas and asphyxiant effects on control room operators. However, the basis for the consideration of operating mode with respect to other cargo is not clear because the hazards considered include explosives, the fuel buildings are the nearest safety related structures to the transportation routes, and these structures contain a substantial inventory of spent fuel."

Based on the above, the types of hazards which were evaluated include in the report are

1) Explosive, and 2) Flammable Cloud. The AT&SF Railway is now the Southern California Regional Rail Authority (SCRRA) Railway. The monitoring effort consisted of a roadside survey along Interstate 5 and the Burlington, Northern and Santa Fe (BN&SF) Railway. Presently, only BN&SF is allowed to carry freight on the SCRRA railway line. The frequencies of potential hazards related to the shipment of hazardous materials along Interstate 5 and the SCRAA Railway adjacent to SONGS Units 2 and 3 were all found to be below the threshold and within the acceptance criteria of Standard Review Plan 2.2.3. No additional design basis events were identified.

The enclosure to this letter is considered to be sensitive, unclassified information requested to be withheld from public disclosure per 10 CFR § 2.390(d)(1 ). This letter may be considered de-controlled upon removal of enclosure.
