Grange is an environmental scientist for the U.S. Nuclear Regulatory Commission (NRC) with extensive experience in National Environmental Policy Act (NEPA) and Endangered Species Act (ESA) compliance. Ms. Grange has held various technical positions within the NRC, and her expertise includes: terrestrial and aquatic ecology, NEPA compliance, ESA section 7 consultations, and Magnuson-Stevens Act Essential Fish Habitat (EFH) consultations.

BACKGROUND Ms. Grange has over nine years of work experience as a Biologist with the NRC. Ms. Granges experience includes environmental science work at 46 different commercial nuclear power plants within the United States, as well as several uranium recovery and enrichment facilities.

Ms. Grange has also performed environmental reviews for NRC rulemakings.

During Ms. Granges time at the NRC (2006-present), she has provided environmental expertise at commercial nuclear power plants in the areas of: terrestrial ecology, aquatic ecology, federally endangered and threatened species and critical habitats, EFH, land use, visual resources, and microbiological hazards. Ms. Grange has contributed to 32 operating reactor license renewal supplemental environmental impact statements (SEISs) prepared pursuant to NEPA; three uranium recovery facility licensing SEISs; one enrichment facility licensing environmental impact statement (EIS); and two rulemaking EISs. Ms. Grange has performed environmental or technical reviews for 24 operating reactor licensing actions, including reviews for extended power uprates, stretch power uprates, ultimate heat sink license amendments, environmental protection plan modifications, and fuel burnup limit modifications. Ms. Grange has also coordinated over two dozen ESA section 7 consultations and EFH consultations.

Ms. Grange is responsible for maintaining the NRCs records on ESA section 7 consultations and monitoring incidental takes at all operating nuclear power plants with biological opinions issued by the U.S. Fish and Wildlife (FWS) or National Marine Fisheries (NMFS). Ms. Grange is responsible for ensuring that the NRC complies with the terms and conditions of applicable biological opinions and that the NRC reinitiates consultation in a timely manner with FWS or NMFS in the event that an incidental take limit at a nuclear power plant is exceeded.

Specific to Turkey Point Nuclear Generating, Units 3 and 4 (Turkey Point), Ms. Grange served as an environmental reviewer for the 2012 license amendment granting an extended power uprate (EPU), the 2014 amendment and exemption to 10 CFR 50.46 and Appendix K to 10 CFR Part 50 regarding the use of Optimized ZIRLOTM clad fuel rods, and the 2014 exigent amendment that increased the allowable ultimate heat sink (UHS) inlet temperature limit.

Ms. Grange prepared biological assessments and conducted ESA Section 7 consultations with the FWS in support of both the 2012 EPU amendment and the 2014 UHS amendment.
