WATTS BAR NUCLEAR PLANT, UNIT NO. 1 - ISSUANCE OF REPLACEMENT TECHNICAL SPECIFICATION PAGES TO CONSOLIDATE CHANGES PREVIOUSLY APPROVED IN AMENDMENT NOS. 84, 102, AND 103
Dear Mr. Shea:
On July 6, 2010, and September 17 and September 29, 2015, the U.S. Nuclear Regulatory Commission (NRC) issued, respectively, Amendment No. 84 (Agencywide Documents Access and Management System Accession No. ML101390154), No. 102 (ML15230A155), and No. 103 (ML15225A094), to Facility Operating License No. NPF-90 for the Watts Bar Nuclear Plant (WBN), Unit 1. The amendments modified the Technical Specification (TS) requirements for alternating current electrical sources in TS 3.8.1. The amendments were to be implemented upon issuance of the WBN Unit 2 operating license.
On October 22, 2015, the NRC issued Operating License No. NPF-96 to Tennessee Valley Authority (TVA) for WBN Unit 2. Upon issuance of the Unit 2 operating license, TVA staff notified the NRC staff of the implementation of the subject amendments and requested NRC staff confirmation that the subject amendments were correctly incorporated into the WBN, Unit 1, TSs. The NRC staff has elected to issue replacement pages for those TS pages that were affected by more than one of the subject license amendments to ensure that consistency of the record copies of the TSs maintained by TVA and NRC is preserved.
Replacement TS pages consolidating the previously approved amendments are provided in the enclosure to this letter. During preparation of the replacement pages, TVA and NRC staff identified editorial inconsistencies with standard TS formatting guidance. Editorial corrections are included in the table headers on pages 3.8-2a and 3.8-3 to correct the identified inconsistencies. These corrections do not change any of the NRC staffs conclusions in the previously approved license amendments.
