APPROVAL OF FINAL STATUS SURVEY PLAN FOR THE U.S. DEPARTMENT OF VETERANS AFFAIRS ALAN J. BLOTCKY REACTOR FACILITY

Dear Mr. Burman:

The Decommissioning Plan (DP) for the U.S. Department of Veterans Affairs (VA) Alan J.

Blotcky Reactor Facility was approved on January 8, 2015 (ADAMS Accession No. ML14318A806), with a condition requiring the VA to submit a Final Status Survey (FSS) Plan for U.S. Nuclear Regulatory Commission (NRC) review and approval prior to performing FSS work.

By letter dated October 15, 2015 (ADAMS Accession No. ML15299A384), the VA submitted a FSS Plan (ADAMS Accession No. ML15299A385) for NRC review and approval. The VA also submitted a site characterization by letter dated April 6, 2006 (ADAMS Accession No. ML061140054), as supplemented by letters dated May 2, 2006 (ADAMS Accession No. ML061380584), and August 15, 2011 (ADAMS Accession No. ML11255A334).

As described in Section 13 of the approved DP (ADAMS Accession No. ML14150A404), the VA committed to developing the FSS Plan using applicable guidance. NRC staff has reviewed the submitted FSS Plan and has determined that it is consistent with NUREG-1575, Multi-Agency Radiation Survey and Site Investigation Manual, and NUREG-1757, Consolidated Decommissioning Guidance; therefore, NRC finds the FSS Plan to be acceptable.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice for Domestic Licensing Proceedings and Issuance of Orders, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs Agencywide Documents Access and Management System (ADAMS).
