TRANSMITTAL OF DRAFT SAFETY EVALUATION FOR PROPOSED MAXIMUM EXTENDED LOAD LINE LIMIT PLUS AMENDMENT (CAC NOS. MF4760 AND MF4761)

Dear Mr. Hanson:

By letter dated September 4, 2014, as supplemented by letters dated January 29, February 6, April 28, July 6, September 4, October 1, and October 26, 2015 (Agencywide Documents Access and Management System Accession Nos. ML14247A503, ML15029A640, ML15037A502, ML15118A717, ML15187A391, ML15247A088, ML15274A467, and ML15299A084, respectively), Exelon Generation Company, LLC (Exelon) submitted a license amendment request for Peach Bottom Atomic Power Station, Units 2 and 3. The proposed amendment would revise the Technical Specifications and Renewed Facility Operating Licenses to allow operation in the expanded Maximum Extended Load Line Limit Analysis Plus (MELLLA+) domain.

Enclosed is the draft safety evaluation (SE) that the U.S. Nuclear Regulatory Commission (NRG) staff has prepared to support the proposed MELLLA+ license amendment. The draft SE has also been provided to the Advisory Committee on Reactor Safeguards (ACRS) in preparation for the upcoming meetings which are currently scheduled as follows:

ACRS Subcommittee Meeting on December 2, 2015, in Rockville, Maryland; and ACRS Full Committee Meeting on February 11, 2016, in Rockville, Maryland.

The draft SE is being withheld from public disclosure at this time, because it contains proprietary information pursuant to Title 1 O of the Code of Federal Regulations Section 2.390. The NRG The enclosure transmitted herewith contains sensitive unclassified information.

When separated from the enclosure, this document is decontrolled.

The NRC staff requests that Exelon provide comments regarding the proprietary content in the draft SE within 15 business days from the date of this letter. Comments may also be provided regarding the factual accuracy of the information in the draft SE. The response timeframe was discussed with Mr. Kevin Borton of your staff on October 29, 2015.

Since the NRC review is not yet complete, this letter and the enclosure do not convey or represent an NRC staff position regarding the license amendment request. Should the amendment be approved, the NRC staff will issue a publicly available, nonproprietary version of the SE.
