On March 19, 2015, PPL Susquehanna, LLC submitted a license amendment request (Reference 1) to revise the Emergency Action Level (EAL) scheme for the Susquehanna Steam Electric Station Unit 1 and 2 (SSES) Emergency Plan. The revised EAL scheme is based on Nuclear Energy Institute (NEI) 99-01, Revision 6, "Development of Emergency Action Levels for Non-Passive Reactors."
Document Control Desk PLA-7399 On August 26, 2015, Susquehanna Nuclear, LLC received a request for additional information (RAI) from the Nuclear Regulatory Commission (NRC) (Reference 2).
On September 23, 2015 Susquehanna Nuclear, LLC and N-RC staff participated in a public meeting (Reference 3) to discuss additional proposed changes to the SSES EAL Basis document that were identified after the March 19, 2015 license amendment request was submitted to the NRC (Reference 1). The proposed changes were in response to the NRC Emergency Preparedness White Finding (documented in NRC Inspection Report 05000387/2015504 and 05000388/2015504, dated June 22, 2015) and identified during the SSES EOP Upgrade project.
Subsequent to the public meeting held on September 23, 2015 (Reference 3), the NRC staff concluded that the additional proposed changes to the S SES EAL Basis document should be submitted in a separate letter and not be included as part of the Susquehanna Nuclear, LLC response to the NRC RAIs (Reference 4). This letter hereby provides the additional proposed changes to the SSES EAL Basis document for NRC review.
The changes described in Enclosure 1 to this letter were reviewed with respect to the no significant hazards determination that was submitted in Reference 1 and subsequently posted on the Federal Register (80 FR 38762). The response to all three questions in the No Siguificant Hazards determination remains "No." As such, the additional proposed changes to the SSES EAL Basis document described in this letter remain bounded by the original No Siguificant Hazards determnination documented in Reference 1. provides a list of the proposed additional changes to the SSES EAL Basis document for NRC review. provides a marked-up copy of SSES's EAL Comparison Matrix (Revision 1) which addresses the additional proposed changes described in Enclosure 1. provides a marked-up copy of SSES's EAL Basis document that includes the additional proposed changes listed in Enclosure 1.
