IEB 75-08 PWR Pressure instrumentation. This Bulletin requested that licensees provide a description of RCS temp and pressure instrumentation which allows licensees to verify adherences to the temperature and pressure limitations specified in TSs.

The licensee notes the ability to continuously monitor temperature and pressure instrumentation in Section 7.2, Reactor Trip System, and in Section 7.4, Systems Required for Safety Shutdown, of the Updated Final Safety Analysis Report. These sections are consistent with the UFSAR descriptions for WBN Unit 1, and therefore are acceptable.

In inspection report (IR) 50-391/85-08, dated March 28, 1985 (ADAMS Accession No. ML082190701), RII inspectors verified WBN has the required Instrumentation to satisfy this bulletin. In addition, the inspector verified that Technical Specification 3/4.4.9 and System Operating Instruction 68.1.B adequately address the importance of maintaining temperature and pressure within the prescribed limits. IEB 75-08, PWR Pressure Instrumentation is closed.

IEB 77-04 Calculational Error Affecting the Design Performance of a System for Controlling pH of Containment Sump Water Following a LOCA. This Bulletin required that all PWR Power Reactor Facilities with an operating license or a construction permit which utilizes or plans to utilize a system for pH control of containment sump post LOCA solution, describe what action has been taken or is planned to be taken to assure that the system design specifications will be met for all operating conditions permitted by the technical specifications, as applicable to the containment sump water sources.

This item was closed in IR 50-391/78-09, dated June 1, 1978 (ADAMS Accession No. ML071790565). TVA submitted a response to IEB 77-04 dated January 23, 1978. WBN Unit 2 has an ice condenser containment and utilizes boron tetraborate in the ice for containment sump pH control. TVAs response to this Bulletin reported that limited concentrations are included in the plant TSs. Surveillance Requirement 3.6.11.5 requires verification that the boron concertation is within a specified ranges and is consistent with WBN Unit 1s licensing basis.

Closed. The ability to continuously monitor pressure and NRC Action temperature is noted in the UFSAR and is consistent with the licensing basis for Unit 1. RII verified that WBN has instrumentation in place to monitor pressure and temperature to close this Bulletine (IR 50-391/85-08, ADAMS Accession No. ML082190701).
