UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 October 29, 2015 Mr. Vito Kaminskas Site Vice President - Nuclear Generation DTE Electric Company Fermi 2 - 280 OBA 6400 North Dixie Highway Newport, MI 48166

SUBJECT:

NOTICE OF AVAILABILITY OF THE DRAFT PLANT-SPECIFIC SUPPLEMENT 56 TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS REGARDING FERMI 2

Dear Mr. Kaminskas:

The U.S. Nuclear Regulatory Commission (NRC) staff has completed the draft plant-specific Supplement 56 to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GElS), regarding the renewal of operating license NPF-43 for an additional 20 years of operation for Fermi 2. Enclosed are copies of the draft supplement and the associated Federal Register Notice of Availability. This notice advises the public that the draft supplement is publicly available at the NRC public document room or from the NRCs Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html. The Accession Number for draft Supplement 56 to the GElS is ML15300A064 for Volume 1 and ML15300A073 for Volume 2. In addition, paper copies of the draft Supplement 56 are available to the public at the Monroe County Library System, Ellis Library and Reference Center, 3700 South Custer Road, Monroe, Michigan 48161.

As discussed in Chapter 5 of the draft supplement, the preliminary recommendation is that the adverse environmental impacts of license renewal for Fermi 2 are not great enough to deny the option of license renewal for energy-planning decisionmakers. This recommendation is based on: (1) the analysis and findings in the GElS; (2) the environmental report submitted by DTE Electric Company; (3) consultation with Federal, State, local, and tribal agencies; (4) the NRC staffs own independent review; and (5) the staffs consideration of public comments received during the scoping process.

A public meeting to discuss the findings of the draft SEIS will be held on Wednesday, December 2, 2015, at the Monroe County Community College, La-Z-Boy Center, 1555 South Raisinville Road, Monroe, Michigan 48161. Registration will be from 6:30 p.m. to 7:00 p.m. and the meeting will convene at 7:00 p.m. and will continue until 9:00 p.m., as necessary. An NRC meeting notice will be published to provide more details about the public meeting.

A separate Notice of Availability of the draft supplemental environmental impact statement will be placed in the Federal Register through the U.S. Environmental Protection Agency.

If you have any questions related to the revised schedule, please contact Ms. Elaine Keegan at 301-415-8517 or by e-mail at Elaine.Keegan@nrc.gov.

Sincerely,

/RA/
