OPERATOR LICENSING EXAMINATION APPROVAL

Dear Mr. Fessler:

The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at the Fermi 2 Power Plant. '

The U.S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and separately provided a list of approved applicants to Mr. James W. Davis, Training Manager. Note that any examination waivers and application denials have been addressed in separate correspondence.

The NRC has approved the subject examinations and you may administer the written examinations in accordance with Revision 10, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," one day during the week of August 24, 2015.

The NRC staff will administer the operating tests during the week of August 24, 2015. This examination has undergone extensive review by my staff and representatives responsible for licensed operator training at your facility. Based on this review, I have concluded that the examination meets the guidelines of NUREG-1021, for content, operational, and discrimination validity. By administering this examination, you also agree that it meets NUREG-1021 guidelines, and is appropriate for measuring the qualifications of licensed operator applicants at your facility. If you determine that this examination is not appropriate for licensing operators at your facility, do not administer the examination and contact me at 630-829-9707.

Please contact your Chief Examiner, Mr. Michael E. Bielby, at 630-829-9762, if you have any questions or identify any errors or changes in the license level reactor operator (RO), senior reactor operator (SRO) or type of examination (partial or complete written examination and/or operating test) specified for each applicant.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, "Public Inspections, Exemptions, Requests for Withholding," of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC's Public Document

Dear Mr. Fessler:

In a telephone conversation on June 24, 2015, between Mr. M. Bielby, Chief Examiner, and Mr. M. Donigian, Fermi Training Instructor, arrangements were made for the administration of licensing examinations, at the Fermi Power Plant, Unit 2, during the week of August 24. In addition, the U.S. Nuclear Regulatory Commission (NRC) will make an examination validation visit to your facility the week of August 3, 2015.

As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 10 of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." The NRC's regional office will discuss with your staff any changes that might be necessary before the examinations are administered.

Your staff previously submitted the examination outline on May 22, 2015, which met our requested date. The written examination, operating test, and supporting reference material identified in Attachment 3 to ES-201, will be due by June 25, 2015. Pursuant to Title 10, Section 55.40(b)(3), of the Code of Federal Regulations (10 CFR 55.40(b)(3)), an authorized representative of the facility licensee shall approve the examinations and tests before they are submitted to the Commission for review and approval. All materials shall be complete and ready-to-use. We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked.

Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.

To conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels), generated during the dynamic operating tests until the examination results are final.

Appendix E to NUREG-1021, contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.

Fessler To permit timely NRC review and evaluation, your staff should submit preliminary reactor operator and senior reactor operator license applications (Office of Management and Budget (OMB) approval number 3150-0090), medical certifications (OMB approval number 3150-0024), and waiver requests, (if any), (OMB approval number 3150-0090), at least 30 days before the first examination date. If the applications are not received at least 30 days before the examination date, a postponement may be necessary. Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date.

Dear Mr. Plena:

We have received a letter from DTE Energy NRC-14-0040, dated May 20, 2014. In this letter, DTE Energy requested an initial operator licensing examination scheduled at the Fermi Power Plant, Unit 2, for the weeks of September 14 and 21, 2015, be rescheduled to the week of August 24, 2015.

In response, we have rescheduled the Fermi initial license exam date from September 2015 to August 24, 2015.

In the unlikely event that we are unable to support the examination during the scheduled week, we will inform you immediately, upon discovery, of such conditions and make arrangements to administer the examination at a mutually acceptable date.

We understand that your staff will develop the examination for the initial operator licensing exam scheduled in 2015 unless we determine it is necessary for the NRC to develop an examination in which case, we will notify you immediately upon discovery of that need.

Because your letter did not indicate the number of applicants being considered for this examination, the examination was each scheduled for one week based on a phone conversation with Tim Barrett on April 8, 2014. Please inform us if the number of applicants changes as this may impact the examination schedule. Also, please inform us at your earliest opportunity if you discover the need to change the scheduled dates for any examinations.

A supplementary letter will be sent to the training department approximately 120 days prior to the examination informing the training manager of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination date, and reconfirm the number of candidates you have in the Training Program.

The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at the Fermi 2 Power Plant. '

The U.S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and separately provided a list of approved applicants to Mr. James W. Davis, Training Manager. Note that any examination waivers and application denials have been addressed in separate correspondence.

The NRC has approved the subject examinations and you may administer the written examinations in accordance with Revision 10, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," one day during the week of August 24, 2015.

The NRC staff will administer the operating tests during the week of August 24, 2015. This examination has undergone extensive review by my staff and representatives responsible for licensed operator training at your facility. Based on this review, I have concluded that the examination meets the guidelines of NUREG-1021, for content, operational, and discrimination validity. By administering this examination, you also agree that it meets NUREG-1021 guidelines, and is appropriate for measuring the qualifications of licensed operator applicants at your facility. If you determine that this examination is not appropriate for licensing operators at your facility, do not administer the examination and contact me at 630-829-9707.

Dear Mr. Fessler:

In a telephone conversation on June 24, 2015, between Mr. M. Bielby, Chief Examiner, and Mr. M. Donigian, Fermi Training Instructor, arrangements were made for the administration of licensing examinations, at the Fermi Power Plant, Unit 2, during the week of August 24. In addition, the U.S. Nuclear Regulatory Commission (NRC) will make an examination validation visit to your facility the week of August 3, 2015.

As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 10 of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." The NRC's regional office will discuss with your staff any changes that might be necessary before the examinations are administered.

Your staff previously submitted the examination outline on May 22, 2015, which met our requested date. The written examination, operating test, and supporting reference material identified in Attachment 3 to ES-201, will be due by June 25, 2015. Pursuant to Title 10, Section 55.40(b)(3), of the Code of Federal Regulations (10 CFR 55.40(b)(3)), an authorized representative of the facility licensee shall approve the examinations and tests before they are submitted to the Commission for review and approval. All materials shall be complete and ready-to-use. We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked.

Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.

To conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels), generated during the dynamic operating tests until the examination results are final.

Appendix E to NUREG-1021, contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.

We have received a letter from DTE Energy NRC-14-0040, dated May 20, 2014. In this letter, DTE Energy requested an initial operator licensing examination scheduled at the Fermi Power Plant, Unit 2, for the weeks of September 14 and 21, 2015, be rescheduled to the week of August 24, 2015.

In response, we have rescheduled the Fermi initial license exam date from September 2015 to August 24, 2015.

In the unlikely event that we are unable to support the examination during the scheduled week, we will inform you immediately, upon discovery, of such conditions and make arrangements to administer the examination at a mutually acceptable date.

We understand that your staff will develop the examination for the initial operator licensing exam scheduled in 2015 unless we determine it is necessary for the NRC to develop an examination in which case, we will notify you immediately upon discovery of that need.

Because your letter did not indicate the number of applicants being considered for this examination, the examination was each scheduled for one week based on a phone conversation with Tim Barrett on April 8, 2014. Please inform us if the number of applicants changes as this may impact the examination schedule. Also, please inform us at your earliest opportunity if you discover the need to change the scheduled dates for any examinations.

A supplementary letter will be sent to the training department approximately 120 days prior to the examination informing the training manager of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination date, and reconfirm the number of candidates you have in the Training Program.
