PALO VERDE NUCLEAR GENERATING STATION, UNIT 1 - REVIEW OF THE STEAM GENERATOR TUBE INSPECTION REPORT FORTHE FALL 2014 REFUELING OUTAGE (CAC NO. MF6122)
Dear Mr. Edington:
By letter dated April 14, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15107A017), Arizona Public Service Company (the licensee) submitted information summarizing the fall 2014 steam generator (SG) tube inspections at the Palo Verde Nuclear Generating Station (PVNGS), Unit 1. These inspections were performed during the 181h refueling outage of Unit 1.
The U.S. Nuclear Regulatory Commission (NRC) staff has completed its review of the information and concludes that the licensee has provided the information required by the PVNGS, Unit 1 Technical Specifications. No additional follow up is necessary at this time. The NRC staff's review of the SG inspection report is enclosed.

REVIEW OF RESULTS OF THE FALL 2014 STEAM GENERATOR TUBE INSPECTIONS ARIZONA PUBLIC SERVICE COMPANY PALO VERDE NUCLEAR GENERATING STATION, UNIT 1 DOCKET NO. STN 50-538 By letter dated April 14, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15107A017), Arizona Public Service Company (the licensee) submitted information summarizing the fall 2014 steam generator (SG) tube inspections at the Palo Verde Nuclear Generating Station (PVNGS), Unit 1. These inspections were performed during the 181h refueling outage of Unit 1.
PVNGS, Unit 1, has two replacement SGs designed by Combustion Engineering and manufactured by Ansaldo. Each SG contains 12,580 thermally treated Alloy 690 tubes with a nominal outside diameter of 0.750 inches and a nominal wall thickness of 0.042 inches. Ferritic stainless steel eggcrate tube supports, diagonal bars, and/or vertical straps support the tubes at various locations.
The licensee provided the scope, extent, methods, and results of its steam generator tube inspections in the document referenced above. In addition, the licensee described corrective actions (i.e., tube plugging) taken in response to the inspection findings. The inspections performed during 2014 were focused on identifying loose parts and wear attributed to loose parts. In June 2015, the licensee clarified that no degradation was observed during the SG channel head inspections.
Based on a review of the information provided, the U.S. Nuclear Regulatory Commission (NRC) staff concludes that the licensee provided the information required by its technical specifications. In addition, the staff concludes that there are no technical issues that warrant follow-up action at this time since the inspections appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry operating experience at similarly designed and operated units.
