Waiver_Purpose: UCS has been monitoring the concerns raised about existing and proposed natural gas pipelines near the Indian Point nuclear plant. UCS recently submitted a letter to the NRC Chairman 1

recommending that the ACRS review the concerns and the applicable NRC evaluation criteria. UCS seeks the requested records to augment our understanding of these concerns.

Waiver_ExtentToExtractAnalyze: The FSAR sections will explain the hazards and summarize their evaluations.

The hazard analyses and NRC reviews will supplement this information. UCS will review the requested records to better understand the hazard and how its risk is being managed.

Waiver_SpecificActivityQuals: UCS hopes that the ACRS will be asked to review the matter. If so, UCS may request the opportunity to share our perspectives on the matter with the ACRS as we did last month on the filtered containment vent matter. Otherwise, UCS will likely use fact sheets, reports, and commentaries that are posted to our blog and/or website to communicate our perspectives. UCS has staff with considerable technical knowledge and awareness of applicable regulations that we will apply to this subject.

Waiver_lmpactPublicUnderstanding: The natural gas pipeline hazard has received considerable attention from elected officials and media in New York. UCS strives to convey technical issues to general audiences in plainer English and jargon-lite text so readers don't have to be nuclear industry veterans to understand. UCS seeks to replicate this skill to this situation.

Waiver_NatureOfPublic: The matter is confined to a single nuclear plant site, Indian Point, but this site is located in an area with a large population within 50 miles. As a result, it garners considerable attention from elected officials, the media, and members of the public. UCS seeks to explain the matter to these interested persons in plain English.

Waiver_MeansOfDissemination: As noted in the response to question 3 above, UCS hopes that the ACRS will review the natural gas pipeline issue. If so, we will likely request the opportunity to share our perspective with the ACRS in its public meeting on the subject. Otherwise, UCS will post materials containment our review of the requested records on our blog and/or website, allthingsnuclear.org and wwww.ucsusa.org respectively.
